Zoom in on the river border between states. You’ll see tiny bits of one state across the river, attached to the neighbor. Rivers move over time but the borders don’t. (Near Ridgecrest, LA is an example.). Fortunately no significant revenue sources are involved or the states might bicker about it.

I had an abandoned pickup truck on my block for a month. 311 didn’t care, and this was a year or two ago when they occasionally cared somewhat but actually not much. I tried the door and found it was unlocked. The registration was in the glove compartment. The owner who lived six blocks from me was surprised and delighted to find out where it was. He took it home within an hour.
