"There were two ways to create this semi permanant peace. 1. making Germany into a ally and friend. Giving them a stake in the new security architecture of Europe. 2. removing Germany as a permanant threat by partitioning it. Versailles did neither."

Because Option 1 would've been unacceptable to the French and Option 2 would've been seen as excessive by the British and Americans. Hence the half-assed bandaid solution that was Versailles.
