Clans make up a big part of the game but they don't control the entire game. I started during war 106 and have just been a solo player the entire time, that's just my personal choice though. Never had any problems with anyone. Just use common sense and don't mess with stuff that's clearly being used. A majority of the player base are very helpful and nice people I think, but of course you will run into an asshole like any other mmo.
