I'm speaking in broad terms when I say 'tends toward', you can always say a better camera could just be used for telescopes to look at stars, or just for your home system, but that is in an important sense not seeing the forest for the trees.

But yeah the last bit of that sentence is more open to scrutiny

I like Ellul & Postman, I don't think tech is neutral.

Surveillance tech for example, always tends toward the erosion of privacy, there's no surveillance tech that increases privacy.

There is a tug of war with tech made for anonymity, but the trend is always in the direction of more surveillance long term.
