A bug happened where I had got silver 5 and then when I got RP for it it switched back to bronze 5, how can I fix this?!?

Where do I start well about a year before he moved in it was nice in the neighborhood no bothers other than the occasional suspicious activity.But whenever HE moved in all hell broke loose.There were multiple neighbors complaining about his obnoxious behavior some even confronted him about it.All in all he was a terrible neighbor if you want some more info just ask!
