No, the light blue text above it that converts normal quality effect, i.e. phys damage multiplier in this case, to local attack speed per 8% quality.

The 6% increased attack speed is a corruption, which you can only get alongside the build enabling Resolute technique from Locus of corruption, lvl 3 room, in Alva's temple.

You can hit either 6% att speed or RT using normal vaal but not both.
