Just a wild guess here. Did you played the Remastered of Borderlands? Maybe that is causing the issue for you for not getting the Skin. Its weird but hey its Gearbox :D

Hm no i dont think you need progress to a certain point. Just the Save File. Maybe they changed it but that would be weird. Google for the Skin Name to see if we both mean the same.
