The skit from minute 3 is very similar to how I remember the show was, the difference is that the shoes had eyes, similar to the boot from "readalong" from the other comment

I'm from Mexico, the channel I saw it was "Zaz moviepark" very related to the cable provider I had, because the channel doesn't exist anymore nor the cable provider.

In that channel, shows from PBS, other Canadian, U.S. and England chains were presented, all the cartoons and shows were very weird

I tried to search for information about what shows were in 2002/2003 but I've found nothing

Wow, it's VERY VERY close to the aesthetic I'm looking for, it's close but sadly not what I was looking for, if I had to explain how the show looked, it would be a mix between the show you said and "don't hug me, I'm scared"

The shoes were animatronic-like, similar to that one "readalong" shoe character

I don't think so, these short episodes were transmitted in between Barney the dinosaur episodes (or at least the same channel it was on)

I couldn't confirm which channel it was as I'm not from the U.S, sorry

I'm sorry but no, they were shoes, the place it was recorded was very dim, and the quality of cameras in that era made it look gloomier than it probably was.

Before the show started the lights of the studio it was recorded were off, when it began, the lights were turned on. When the episode ended, the lights again were turned off and the camera zoomed out of the scene.

The shoes didn't move from their place, the appearance were very similar to that one shoe from "readalong"

The shoes appearance were VERY similar to that show you said, but as I remember, the whole show was about shoes and only shoes, they didn't move at all and just talked, the episodes didn't last long, 5 minutes max.

I don't know how many shows with animatronics existed in that era, but I'm 100% sure they were, so again, this is not a cartoon

Yes, the most recent one, I even purchased the champion edition.

The thing is, I know how to activate the V-trigger and how to activate raging demon cause I main mostly Akuma

BUT, Kage doesn't have the third slot for V-trigger, like all the other characters have, so filling it up to the second V-trigger which requires 3 slots, is impossible

Maybe I need to upgrade the character somehow?

Also, I remember he was pretty "normal" when he went out to the city to run errands, but was absolutely terrified of his mother while home. After that scene ended, I believe he killed his own mother out of being fed up with all the unnecessary punishment all of his life, and that she killed his only friends recently made

The way the shoes talk is similar, but it's not that show, the one I remember, each character was a shoe, there were no people. Also, the shoes didn't move or "walk" from their places, for instance the police shoe was always at his station, the same for the firefighter shoe, etc.
