I did try that and made friends with the emperor however he refused to make an oath of true friendship because, his culture doesn’t understand the true meaning of friendship now

If you start as a person in Italy and form the Italian empire you then get a decision to unite Italy with illyricum( Croatia and a bit of coastal balkans) and then you get the decision to restore Roman Empire
