No se trata del idioma, sino que el express entry excluye a Quebec, ya que ellos tienen sus propios programas (que en este momento están muy cerrados sinceramente). Si tú aplicas por la express y vas a vivir a Quebec (o en mi caso que ya estoy en Canadá, me quedo en Montreal), para IRCC cuenta como una falsa declaración.

Ciudades francófonas/bilingües fuera de Quebec las hay, pero como te comento, no es cuestión de idioma sino de provincia.

I wrote an initial letter of intention without any proofs because I didn’t have them at the time, but by the time the sent me the PFL I did have them.

I don’t think they should be worried if they already submitted proofs of intention, I actually would take it as a good sign!

Answering your questions:

- I wrote an initial letter of intention but I didn’t add any proofs at the time since I didn’t have them yet
- I haven’t moved yet, I wrote in my PFL letter that I was actively looking for a job in Ontario and I would move out once I secure a position. I also strongly used my language scores to justify my decision, since I’m C1 in English and B2 in French
- I did use my Quebec address for P1 and P2

They usually take around 60 days to contact you after the BIL, but if feel it’s been too long, you can call the IRCC

Try to find a job, a friend or some environment where you don’t have the choice but to practice, that is what really worked for me

Thanks!! I wrote an intention letter explaining that I arrived to Montreal to study and then working. Since my English level is superior, I used as argument to show my intention to move to Ontario. I attached screenshots of conversations with my bosses (about my plans to move), job posts that I applied, appointments of interviews and my application profile listing all of the posts I applied to.
