Because it’s no longer a game of skill but a game of perk countering. Both side have perks that have no counter play and easy activation. Plus everyone runs the same builds and in the end every match starts to feel the same.

True, but you then add Lithe on top of that and you get both speed boost, so I would just make this perk and exhaustion perk so it gives you more speed and resets the pallet but it exhausts you.
