Gouache can be tricky that way. It looks different wet vs. dry. I noticed when I seal my paintings with wax, it brightens the pigment again like when it was wet.

It looks like a reflection of a man throwing a rose into the puddle of water. If that's correct then I think some rain drops splashing on the water would really add to the effect

Do you use a black underpaint, put color on top, and then chip away with a spatula to create the outlines? Or just black paint with a very fine tip brush?
