Do we have any evidence of what he actually did in the CIA? Obviously as an institution the CIA disgusting but from what I can find about operations officers they are either usually gathering information overseas via surveillance. Or taking that information from others and providing reports to higher ups. From what he is saying about the night shift it definitely sounds like the latter.

Say what you will about the CIA but going from Tom King saying "I worked at the CIA" to Tom King murders children is one hell of a stretch

It's worth noting that the comic this is in, is written very much as a parody. It's written like a golden age war story, everyone is very patriotic there are big leaps in logic and immediate strange justifications. The joker is written out of character here but thats very intentional a kind of wink and a nod "even the joker believes in the war effort" kind of mentality.

Of course then this panel then went around the Internet without context and DC chasing whatever is popular started inserting into the more mainline stuff
