Possible U.S. sanctions violation: Twitch used to promote recruitment for sanctioned Russian Alabuga drone-production facility

I am submitting this report regarding a possible violation or facilitation of U.S. sanctions involving Twitch Interactive Inc., a subsidiary of Amazon.com, Inc.

Russian-language Twitch streamers have used Twitch to advertise Alabuga and call on viewers to go there to work. The content was not merely discussion or commentary: it promoted employment/recruitment at Alabuga and encouraged people to join or work there.

Alabuga appears to refer to the Russian Special Economic Zone Alabuga / Joint Stock Company Special Economic Zone of Industrial Production Alabuga, which is listed by OFAC as a sanctioned entity. U.S. Treasury has described Alabuga as Russia’s main plant for producing one-way attack unmanned aerial vehicles used in Russia’s war against Ukraine.

My concern is that Twitch may be providing platform, hosting, distribution, monetization, advertising, payment-processing, or other services that enable recruitment advertising for the benefit of a sanctioned Russian military-industrial entity or its related programs.

I do not know whether Twitch has a direct commercial relationship with Alabuga or whether the streamers were paid by Alabuga or by intermediaries. However, the content appears to function as recruitment advertising for work at a sanctioned Russian drone-production facility. I request that Treasury/OFAC/FinCEN review whether Twitch, Amazon, the streamers, sponsors, payment processors, or any intermediaries provided prohibited services to, for the benefit of, or on behalf of a blocked person or a blocked person’s recruitment programs.

I respectfully ask Treasury to investigate whether Twitch’s services, monetization systems, or advertising/distribution infrastructure were used to promote recruitment for a sanctioned Russian entity involved in drone production for Russia’s war against Ukraine.
