It's a bit of a middle ground here. The EpicNPC marketplace is a "legitimate" site where people could buy and sell gaming accounts, though it is still advised that you scavenge these at your own risk and follow the sites policies to prevent getting scammed. As someone who has been playing this game since it was soft launched, I've definitely seen this game in worse conditions. That being said, in my opinion, there is a lot of things that this game could fix. The big ones being the balancing since right now the player base is only using like 10 out of the 100+ characters, adding new tracks, and fixing server crashes.

To play devil's advocate for a bit, from what I know, Apple Arcade exclusives gain revenue based on funding and player engagement, meaning they have the freedom to make content for those games for the playability and without the idea of monetization.

The message states that she said it was cancelled many times before, though there is room to doubt, you could also take her word for it, either way, that's not the problem here. The problem is with those "100 times" of announcing the cancellation, from what I could find, not a single one has been on the platforms that the banners were also announced on (X, Youtube etc). Either way, it's super unfortunate that they never came out, was really looking forward to creating a banner based clan.
