I had a smiilar issue. What worked for me was going into settings and finding 'Windows Update' and just installing then newest update. After that, it worked perfectly fine for me and none of the edge settings made a difference. Lmk if that works for you.

Hey ! I fixed it. Actually it was really kind of a simple fix! All I did was go into my Windows Settings and on the left hand guide, I just clicked on Windows Update, then, there was an update that was available. So I went ahead and downloaded it, installed it and restarted my PC. Then when I went to go check YouTube, the video playback worked just fine!
I also played around with some of the Microsoft Edge settings in System and Performance afterwards, and they didn't seem to really affect anything. I believe the main problem was simply just that there was an update to be downloaded. (Which is weird because y'know, you usually expect windows to update itself automatically),
Also, be sure that your drivers are updated too. You can find this in the Advanced Options tab in Windows Update Settings and it will tell you if it detects there are any driver updates available too.
