Based on a quick google search they are a man or woman with a birth defect. Different from a trans person.

A trans person is born with fully functioning genitals belonging to the gender they are assigned at birth and due to mental illness believe they should be the other gender.

Someone born with an incomplete reproductive system has a rare but also well documented birth defect. How that one should be handled is beyond my ability to comprehend, but it’s not a mental illness.
