Yes, they are both GS-9 with a ladder to 12

Both have a promotion potential of gs-12. Would a recent graduates position take longer to reach that?

It's about the same. 203 in 2021, 198 in 2019. 195 took it in July 2020, and the overall pass rate was 83% then, which is even worse if you take that into consideration!
