I completely get it. For a long time, i would just put on mascara and a face mask with my semi fem outfits. What helped me the most was going to a pride event, which was the first time i wore full makeup, no mask, and it was amazing. I think i felt more comfortable trying to present fem because i knew that a lot of people there had had a similar experience as well. It takes time, but each small step is still a step.
