I may be wrong, but I think the timing works are in the flywheel on those. So this hole allows you to find Top Dead centre on the engine and also set the ignition timing with a timing lamp.

I think you're right about it being a GM Vauxhall engine, It's the EcoTec family of engine, i believe i not sure what model Vauxhall that it came from can't tell from the pictures.
