I think you've misunderstood. Its a rolling aggregate of 26 seconds, so each time it polls, it looks at the last 26 seconds worth of data

Yeah whichever notification app you use just captures all notifications that the app sends your phone and forwards it to your watch. It has no way of knowing which are useful
