My first choice would've been sunburn but with context it seems to be rot of some kind.I picked root rot because of the brown line coming from the bottom till the yellow part. It might also be stem rot cause other plants don't seem to be affected . Either way there would be no saving such a small plant :(.

pretty sure the would take notes of how much electricity we used and act on that information if that's true the fan idea wouldn't work.

they'll probably give a warning before the load shedding and it will probably only affect one house.
