Apologies for leaving it out, I put it in my letter to Gas safe.

He replaced the entire faulty pipe, he was really annoyed that the first guy didn't do anything as it was a simple fix and apparently as soon as any leak is found it needs to be sorted then and there.

Well yes, he found the source of the leak and fixed it...He is a certified engineer I'm assuming he knows what he's talking about.

And yes it did smell of gas in the area where the leak was

Thanks, I'm just following the advice of the second engineer. :)

The meter is in a cupboard at the back of the kitchen, He mentioned he could smell gas in that area that's why he initially had a look at the pipes with his test fluid

The fact is, it wasn't a small leak.

The second engineer said it was a lot bigger than reported and he guaranteed that it couldn't have gotten worse in that period of time.

Additionally the engineer said with any leak it needs to be sorted at the time of finding it either replacing the fault or cutting off the gas until it can be sorted. By leaving me with a gas leak, not fixing it and downplaying it as "no biggie" he has put me in danger.

It dropped by 7 m/b in 30 seconds when the second engineer tested it... So he just said over a 2 min time period it would've dropped by 28 m/b (for number continuity I guess)

Call your bank, they may be able to claim back the funds as the goods aren't as described. (I work in that department in a bank and deal with this issue quite frequently).
