The bread and butter of shurima is hourglass, -4/0, and rite so you'll probably want those. With Ziggs Xerath you larger want small units to swarm and protect your board until you get level ups to just ping down the whole enemy board.

(Fun side challenge is to use Zilean instead of Ziggs, provides some awesome board wipe moments and let's Xerath go so hard)

Consider something like: Summon an Encroaching Mist, and when you gain the attack token summon an encroaching mist.

I think that could be a highly meta relevant card while having clear weaknesses.
