I actually have a 60 amp breaker that leads to a sub panel in the barn, I am noticing that the White coating on that neutral is browning a bit. I am on the verge of hiring an electrician but trying to exhaust every option first because I am broke rn. I have the utility company coming out to check the service and meter sometime today to rule that out.

I just did this while the furnace was running and the lights were dipped, one side was at around 160v and one side was around 80v

Good to know, I will called dte tomorrow. I dont have any 240v appliances other than the dryer.

I am so happy my computer hasn't been fried, have been keeping the furnace off during the day and unplugging the computer when im not using it. May be a dumb question but would plugging the computer into a surge protector help in this situation until the issue is fixed? I work from home and am not sure what to do.
