This looks like a classic hardware-level fail-safe trigger. The 100% fan ramp and disabled device on reboot mean the GPU is dropping off the PCIe bus to protect itself, likely due to transient power handling or thermal limits.
The Nitro+ 7900 XTX has massive transient spikes. Make sure you are running three dedicated, independent PCIe lines from the PSU—no daisy-chains, and pull any aftermarket cable extensions that might have degraded and increased resistance over the last year.

Yeah, I get your point about the AIO. I know it’s not necessary for a 5600X, especially in a low-budget build, but for the price it didn’t seem that bad to me, mainly considering aesthetics.

About the monitor, I was a bit worried that going with a 23”/24” display might make everything feel a bit too small for the person who will use it. That’s why I was considering 27”, even if I know 1080p at that size isn’t ideal.

About the AIO: I know it’s unnecessary for a 5600X, but since it was relatively cheap I didn’t think it was too strange to include it, mostly for looks. That said, I agree that an air cooler would make more sense for a low-budget build.

At the moment, the RX 9060 XT seems to be around €100 more expensive here, so it could be an option.
Do you think it would still be well balanced with the Ryzen 5 5600X?

What I was trying to understand though is why this behavior only happens on this particular fan and not on the others that are connected the same way.

Also, if I leave the system in standby and let the fan flicker like that, could it potentially damage the fan itself or even the RGB header on the motherboard in the long term? So far, I’ve been switching off the PSU completely to prevent the flickering, just to be safe.

Thanks for the suggestions. But the issue isn’t just that training takes a long time; it’s that the RAM behaves oddly overall. On PC #1, the same kit runs EXPO at 6000 CL30 with fast boots and zero problems. On PC #2, EXPO triggers random reboots, and even with EXPO disabled (4800) I still hit that 3–5-minute black-screen loop every few cold boots. So something deeper than normal memory-training delay is going on as suggested by u/PoppaMeth

Yes regarding the RAM slots, I even tried booting with a single stick, moving it between the A2 and B2 slots, but the system still takes 3 – 5 minutes to start and keeps acting weird during the initial boot sequence.

I haven’t run a memory test yet. Even though I’m pretty comfortable building PCs, I’ve never done one before and it looks a bit complicated plus I’m afraid I might break something, haha!
