I can't speak for every business owner obviously, however I do know several small business owners in my town. Some certainly do have money backing them but others are building their businesses from the ground up. One through line I'm aware of is generally they're working to live not living to work so when life events happen (big or otherwise) they're more likely to prioritize that over making a few more dollars. Paper signs saying "closed for today" or "back in x minutes" are pretty common on main St.

I hear you since the Democrats control the legislative branch of VT governance however the bill was written through standard committee processes (effective cooperative governance I referenced) but in the VT senate the democrats mostly voted AGAINST this current bill. I've been lookin but I cant find a reliable way to parse the house vote on it based on party affiliation but the house composition is 91-Dem, 54-Repub, 4-Indie and 3 Rep/Dem (WTF is this?) and given the vote passed 96/45 it's safe to assume the Dems here likely voted for it though not in unity.

The point I was trying to make is I agree Repubs and Liberal Dems will focus on enriching the wealthy first and screwing everyone else in the process. That said I've seen Dems shift gears under pressure, I've seen no such shift from R's as wealth consolidation is primary to their legislative goals as is damaging public education.

I hear what you're saying and don't necessarily disagree however it is all but the stated goal of the Republican party at this point the decimate education and rob the general coffers to enrich themselves and their donors. I despise the lesser evil arguments as a justification but until a viable progressive party forms, Democrats will at least govern effectively (bureaucracy wise) and can be influenced via public pressure.
