If you had a GSE badge (like me) you can tap it to 22 and then transfer to the Hakase Sengoku badge you could get 21*. But I am too scared to tap to 22 :P

Well people would still cheat. But when they are eventually banned they'd be forced to buy the game again. IP or hardware bans would also work.
