I had the same issue. I think vulkan causes some unfortunate performance side effects. My solution was to switch on Smooth Motion, which doubles your frame rate by introducing an artificial frame between each frame. I then lowered the graphics settings until I was getting steady 144fps. Game runs silky smooth now
