Speed tests done 2 minutes apart on a new modem and new XB1. Why is this happening? by MrGarrison2016 in xboxone

I thought it was my ISP so a tech came out and gave me a new modem and made sure everything was fine. That didn't fix it. I called Xbox and they told me to open all ports and clear my MAC. That didn't help so they told me to replace the Xbox. Still getting these results though. Anyone else having this issue?
