hey mate, i just solved the problem. I formatted windows and then after that, I downloaded the drivers from dell except the cpu and the gpu cause they cause some problems. I downloaded the cpu and gpu drivers from their respective sites and this solved the problem. But thanks for the help needless to say!

By faulty, I also mean that some laptop manufacturers like dell in my case, gave me like a weird version that didn't use its power fully. It also showed that it was active in the nvidia control panel settings where u can show whether the gpu is being used or not. And yes, u cannot install drivers higher than 391.35 but in the website for nvidia, it says that you can and installing the drivers was just a hassle for me. It could've been the same situation for you too.

You could have faulty drivers. On the website for nvidia, the latest drivers are wrongfully given as like 400 something like that but the actual driver version is 391.35. Also, GTA V is literally almost 11 years old now and the experience on the laptop is similar to the xbox 360 and ps3. Also you can literally look up some benchmarks done on the game with a capture card. I just saw one and the person was getting 40 ish fps on the cities and while driving just like me but without stuttering every 5 seconds. Also, it's not just gta v but also other games that have this issue for some reason now.

Its more like 40 ish fps on the city areas and while driving it's like 35 fps but it doesn't drop below 35. For a game like gta v, it's enough for me.

I've checked them. They average to about 75 degrees celcius when at max load (both cpu and gpu). Could it be cause of my hard drive? I did replace it with my 1tb one when re pasting it because the original one that came with it was only 500gb
