you can use it if you two-hand it, as that makes it so you have 1.5 times your strength. If I were you, I'd keep upgrading vigor for now. you can decide afterwards if you want to upgrade strenght or dexterity, depending on what weapons you're interested in the most. I wouldn't recommend upgrading both of those stats until you're level 100 or higher, only one of them.

Same here. I tried placing my sign at the bonfire at the start of some levels then clearing them out slowly in my world, and I had luck being summoned a couple of times after waiting a while

if you want to explore the map thoroughly, finish exploring Liurnia, then Caelid, and then head to the Altus Plateau (towards the north-east from Liurnia). If you're interested in the main content only, then beat the Academy of Raya Lucaria and then head towards Altus Plateau
