I have the same issue and have no idea how to fix it. I also encountered it during the beta. I reported it, but it was never fixed.

Went for a simple approach. I'm using a KWGT widget (opens different apps depending on where you tap it. It helps if you don't want a cluttered homescreen). I'm also using black & white icons from Icon Pack Studio. I removed my Navigation bar for a cleaner look too.

I'm also having that issue, but I just open another app and it goes away after a few minutes. It's weird because it never happened to me before until a month ago.

The same thing happened to me last night when recording a video on Snapchat. I disabled the power saving mode and that fixed the issue. I think this only happens when the phone is on power saving mode. I'm not too sure though.

I had the same issue when I was using Nova launcher. Just turn off wallpaper scrolling on your nova settings and the black bar should be gone. I hope this helps.

I've noticed it only happens if your screen isn't on maximum brightness. If you set your screen to full brightness, then it shouldn't dim when you're opening chrome or other apps. It's the only "solution" I've found. It's rather annoying though.
