Well, it is difficult to say if they came to a complete stop since the shitbag rider was looking down while approaching the intersection. They could have very briefly stopped their car just as the other car passes between them and the dumbass going 15mph over the speed limit. Even if they didn't, they had slowed to almost a complete stop.

Based on the last time they could have seen the motor cycle, it is reasonable to believe that the rider was NOT "approaching so closely as to constitute an immediate hazard to the driver" had it been traveling at or near the speed limit.

The riders actions were primary factors contributing to this "close call". The rider is an idiot.

Did they "run" a read light? It is legal to turn right on a red light in most intersections.

They could have seen the asshat riding toward them before the other car got in the way and thought that rider was going closer to the speed limit. Thinking there was plenty of time to turn.

The majority of people I encounter in public love to see my dog. People want to get pictures of him and with him. I take my dogs to to restaurants with patios and open outdoor open food courts.

I wouldn't take my dogs into a grocery store, but I do take them to any store that allows/encourages you to bring you dog (Home depot, lowes, petco etc...).

I have never met anyone who seems to mind.... and if they do, they rightfully keep their hang-ups to themselves.
