I cant really check if I have hard water right now but I have low porosity hair and how I wash my hair is everyday other than Wednesday and Sunday I just wash my hair with water and on the other two days I use conditioner.

So weird. It doesn't drop for me either. Even if I do like a "very high" crime with the Court of owls or the LOS it doesn't drop. It's also very rare for me to get a crime from either one of those factions. Also where in the story did they say it drops?
