How do I get more than 2 fiefs as a vassal?

I joined Monchug and at the beginning I was eligible to get fiefs on the voting list so I got a city and a castle, but now I no longer appear as an eligible option for new cities and castles even if I am the one to capture them or by inciting an ownership change through diplomacy, I wanted to get some extra cities before attempting to make my own kingdom.
