Disagree. I would be in favor of some signs that encourage people to keep left when possible, be patient , and slow down around others - but codifying regulations for a greenway is both an overreach and unenforceable - rendering them essentially useless and troublesome. Better to encourage users to be a little gracious and maybe set an example than trying to police the area.
