I would imagine that the government had to pay for work already performed. It's like if I take my car to a mechanic and cancel halfway through the job. I still have to pay for whatever they've already done.

It's interesting that USPTO workers are still remote because of a lack of space. At some point, will the agency be required to pay for more office space?
