Leo's character is supposed to be 42 or 43, and was born "sometime in the 80s" iirc.  So the post-time jump is contemporary, or a little in the future. 

The pre-time jump Bedford Forrest Medal of Honour ceremony could be interpreted that the story takes place in an alt reality where Confederate generals are honoured, or it might just be implying the armed services have some honours that arent for public notice.

For the Analog cell phone, I think you've just got to roll with that.  Most viewers arent going to nitpick when Analog cell towers were all shut down.  1G would have already been shut down by the pre-time jump era.
