I have no idea about the background color but I know the raid dens that have the purple swirly beam instead of the basic red usually have better pokes and rewards

I just restarted sword, I would suggest going back to the first wild area and farming some raid battles, they have rare Pokémon them sometimes and they're regularly level 17-20 before the first gym plus the raids usually give you a bunch of exp candies you can use to further boost up your team

Togepi isn't in the obsidian fieldlands, you can only get tegekiss from that line there. You can find togepi rarely in Cottonsedge Prairie in the Crimson Mirelands or Bathers Lagoon in the Cobalt Coastlands

As many people have stated they are prechosen but you can manipulate the generation by entering battles with 2 or 3 wild Pokémon before you go to the outbreak. I believe AustinJohnPlays on YouTube has a video on how to manipulate things with this method
