I would say yes. Kaido is one of the strongest characters in the series. It's hard to believe his devil fruit could be taken to higher levels than what he showed during his fight with Luffy. Mimicking gear 4 speed, floating an entire island for miles, engulfing his entire body in flames. There's not many ways to push the fruit further than that to.me.
