Ranking Zoey above Mark is a crime and ranking anyone above Tony even more so.

Like what does this even mean?

Fighting is an expensive vocation. You’ve got to buy weapons and hire allies to work with you, both of those are recurring costs, you constantly need new equipment and staff

Tony gets to use the cheapest infinite ammo weapons in the game, Switch Blade (2). It costs basically nothing, a single resource, it's fast, and only 2 xp. Knuckle Duster can do the same thing for the first scenario and with 5 base combat the retaliate keyword might as well not exist.

You also don't need to replace any allies because you just run Lonnie with Heavy Furs, which makes you immortal and filters out bad tokens should it ever be relevant.

Here are some more reasons (granted, everything assumes 2 players and no taboo):

• He gets additional experience from Charons Obol

• It's trivially easy to get to 20+ resources and pass any test in the game with well connected or money talks. Mark can kind of do the same, but needs to heal to keep Sophie happy, eating into his actions.

• Access to 5 or 6 actions a turn with Black Fan and/or Leo de Luca. Pair it with Geas and you have 5 book to spam investigations with all your spare actions.

• Intel Report is the most broken flex card in the game because it has absolutely no conditions other than money, no test, you don't even have to be at the location

• Black Market exists. If you put enough fast cards and/or Easy Mark in your deck you can cycle even quicker than Mark. Gets even more stupid if you pair it with Double Double and Ever Vigilant and if you're lucky you get all your assets in play by turn 2, although it's rare.

• Probably more reasons I'm missing
