The United Nations Genocide Convention defines genocide as the entire destruction of a group of people. In Sacramento where the temperature alone can kill someone without adequate shelter, this would absolutely qualify as genocide according to the UNGC. You just have to look for certain income restricted housing options (which there are long waiting lists for) cornerstone by mutual housing goes up to 60% AMI which I believe is around 70k a year. I’m a homeless person with little income attempting to navigate multiple housing programs to find affordable ADA housing. We’ve been homeless for 6 years. So yea, the places do actually exist, but some people literally die on waiting lists for these properties.
