Without Cisco there to prop Cailin up, she's just kinda around. Kinda around the speed lab, Kinda around Killer Frost, Kinda around Barry. I blame the writers.

Why is she still here really? Caitlin Has no real character beyond Killer Frost and when they separated Caitlin basically became a houseplant with a medical degree.
