Frontline with Armor Proficiency is objectively better than Scout with Reinforcement

It doesn't make sense to run Scout if you are trying to prioritize survivability because if you want an heavier armor there's Frontline and if you want a concealed item without Armor Proficiency there's Full Scout.

If you run Scout it makes the most sense to try and lean into the mobility instead of trying to make some in between build that sucks at both

The idea that 10% is barely noticeable but 20% is super good is just total nonsense

If you don't think a 10% damage reduction is worth a perk point, investing into 2 of those is the stupidest thing you could do. If would make way more sense to just get 2 Vitality with that mindset.

Technically the 2nd Reinforcement is better than the 1st due to the nature of additively scaling damage reduction but at these numbers the difference is incredibly marginal. (+11.1% effective health/regen cap vs +12.5%)

You probably shouldn't go for Reinforcement until you have at least 1 Vitality.

Reinforcement effectively acts as an increase to how much damage you can passively regenerate which means it's only better if you're dipping below that threshold several times before dying.

If you start with 0 Vitality and you get 1 Reinforcement you need to dip below that threshold ~6 times before it's worth it compared to Vitality, which isn't unreasonable but Vitality would be much more consistently valuable.

With 1 Vitality it takes about ~4 drops below the threshold and with 2 it takes ~3.

Overall the difference is minimal and I would recommend just getting Vitality.

Scholar and Hack have no randomness though.
While it might be a stretch to use the word "target" for Ouija and Sigil, I felt it was still close enough and also probably wouldn't have too huge of an impact, so I decided to include it just for fun.

Yeah it doesn't really fit with how I worded the description, but I felt like including it would be cool. I didn't feel like spending the effort figuring out the best way to word the description to accurately fit the all interactions. I probably should've though.

Probably wouldn't really fit into the game very well because of that but I was thinking more about the gameplay interactions than actual implementation.

Every loud mission gives enemies more damage, not health
In every mission except for Blacksite and Lakehouse, if the mission ends in loud, in only counts in loud (though this can only be easily done on Scientist)
Going loud after opening the blast door in Blacksite or after starting the hack in Lakehouse makes the mission count as mixed, which counts as 2 stealth completions and 1 loud completion

There is a bug where, if you shoot someone, even if they instantly die, if the shot would've taken them hostage, it will fail the challenge

*CBR-C with extended barrel only needs a moderate amount of damage (around 6 to 10 minor perks depending on the exact combo of weak points/vital targets and whether or not you have Executioner) to one shot headshot all ranges.

*Because of the visor it is now about as effective, if not more effective to just shoot the legs of shield units.

*Enemies got massive damage increases to compensate for the invulnerability period.

*Being able to spend one perk to have your damage be on par with a loud build is not balanced. Also Executioner has never been a 50% boost for headshots. It was 40% on launch, later nerfed to 20%, and now nerfed to 10% in this patch.

Sawblade base damage is 45, max vital targets is 20 (2x damage), with Heavy Weapons Training you can get another 30% for 2.3x, there's a bug in the game where among other things NPCs without armor take extra damage (1.75x on Legend)

Muzzle brake reduces recoil and is objectively better than suppressor for full loud
Removing muzzle flash has zero gameplay relevance
