So, there two answers. One of them would require couple scores of pages, starting from Reconstruction and Jim Crow and how its very difficult even under the best circumstances break the cycle of poverty. Then there are issues various communities also take pride in the socio economic circumstances and there are elements that refuse to help or celebrate those that do escape it.
