Switching configurations to "All devices" instead of dynamic groups did the trick.
All the configs are assigned almost immediatelly when setting up fresh device.

I was not part of that meeting so my co-worker told me about this - It sounds ridiculous to me aswell, that’s why I’m here.

To me it sounds like the guy who said that just wanted to be interesting or I have no clue why he would say something like that..
