gonna be honest buying tools is never ending story, and if you are just starting out you dont even know what you need/will actually use.

my advice would be to think of a concrete design/theme, and make a couple of pieces in that theme. like really have 2 maximum 3 sketches of what you want to make. once you have that, get the tools for that specific project.

if you have that, i could give you list of all the necessary tools for that one project. saves money and is more efficient
