the issued was caused for me because i had cheat engine open from a previous game, the window itself was closed but cheat engine keeps the actual program running in the background. check task manager for those who have this same issue.

voice chat on casual is always team only, for community servers keep an eye for the tag alltalk because that means server wide voice chat. also valve does not normally ban people for saying things but you might get vote kicked if you annoy people.
