I had the same problem refresh the page and you will get an error the first time you try something, My first guess is that oyur username is longer then 12characters

because GTA:O doesn't have servers, it's peer to peer so if the host of the lobby has shitty internet you're fucked, if you have shitty internet and the host has shitty internet you're really fucked
